In Kerr's Collection of Merry Melodies, which
originally appeared in 1875, it doesn't have a composer
there, which doesn't say a lot, Kerr's Collection being
notoriously cavalier about teensy unimportant details
like who wrote what tune (most of the time, anyway). It
doesn't sound particularly Scottish *nor* Irish
so maybe it is originally from some place else
altogether.
